South Sudan: Ebola Virus Disease (EVD) Preparedness Delegate

Join the world’s largest humanitarian network. The Canadian Red Cross Society, a not for profit, humanitarian organization dedicated to helping the most vulnerable in Canada and throughout the world, is currently seeking an Ebola Virus Disease (EVD) Preparedness Delegate.

CRC is supporting the revised EVD preparedness Emergency Plan of Action for South Sudan in a coordinated manner with IFRC and other partner national societies. This project will directly coordinate and support the entire IFRC-SSRC EVD Preparedness Operational Plan including the CRC supported activities and the other ones. It will support specific activities, including: Epidemic prevention and control measures carried out and, SSRC capacity to support community-based disaster risk reduction, response and preparedness is strengthened.

Specifically, this bilateral EVD Preparedness Delegate position will focus on:

  • Coordinating with IFRC and supporting the SSRC to strengthen their capacity to implement activities relate to the EVD Preparedness Emergency Plan of Action for South Sudan.
  • Management of volunteers focusing on raising awareness of EVD in South Sudan, and ensuring their training in related thematic areas (e.g. psychosocial support, safe and dignified burials, etc.)
  • Ensuring information management, documentation of outputs, as well as monitoring and evaluation for all activities undertaken, in addition to providing technical expertise, where appropriate.
  • Flexibility to respond with creativity to needs as they arise, including, but not limited to adapting should any EVD cases be declared.

RESPONSIBILITIES

These are the main duties and tasks applicable to the EVD Preparedness Delegate.

  • Oversee the volunteers training on SMRCCE (target 180 volunteers), PSS and SDB
  • Increase awareness of EVD among stakeholders
  • Conduct a ‘lessons learned’ meeting (
  • Ensure information materials are printed and distributed
  • Recruit relevant EVD preparedness personnel
  • Ensure transportation solutions so volunteers and staff are able to conduct work in communities
  • Support monitoring from headquarters to branch level
  • Support SSRC in coordinating and implementing EVD Preparedness Emergency Plan of Action

Duties applicable to all staff

Those duties complement the key tasks and responsibilities of each Delegate and are in addition to the specific mandate elaborated in the Terms of Reference:

  • Not taking sides in hostilities or engaging in controversies of a political, racial, religious or ideological nature
  • Not prompted in any manner by desire for gain
  • Sharing equal status with other Societies in the Movement and equal responsibilities and duties in helping each other
  • Abide by and work in accordance with the WHO guidelines and protocols
  • Contribute to a positive team environment and service excellence to meet the needs of beneficiaries.
  • Perform any other work-related duties and responsibilities that may be assigned by the line manager.

Lateral relationships

Represent CRC to internal and external stakeholders at various levels as needed and establish and maintain effective working relationships with the following entities:

  • Beneficiaries from affected communities and hired staff
  • Host National Society counterparts and volunteers
  • Red Cross Movement partners, including IFRC, ICRC, PNS, ERU delegates from other deploying NS
  • Local health authorities, UN agencies and NGOs, using formal or informal health cluster or similar coordination meetings to maximize efficient health care delivery

QUALIFICATIONS

Education and Experience

  • Professional qualification as a Registered Nurse, Medical Doctor or Public Health professional.
  • IMPACT or BTC Course (provided by the Red Cross) is preferred.
  • Experience in coaching and supporting staff
  • Experience in living or working in a cultural context other than their own.
  • Experience in working in low resource settings
  • Experience in working in South Sudan is preferred.
  • Experience in working in Ebola-related preparedness or response is preferred.
  • Teamwork, Communication, Professionalism, Empowering others, Diversity, Judgment/Decision-making

Skills and Attributes

  • Competent in computer use (Windows, Microsoft office, spreadsheets, word-processing, E-mail).
  • Valid international driving license (manual gears)
  • Fluent in English
  • National Societies relations, building trust, Managing performance
  • Working knowledge of other relevant languages for work in South Sudan is preferred.
  • Skills and/or knowledge in EVD preparedness and response is preferred.
  • Skills in training facilitation, coaching and development of staff and volunteers.

Working conditions

Field based position. Difficult and demanding working conditions are expected including the following:

1) Basic living conditions;

2) Demanding context and limited resources;

3) Limited activities and leisure
